68% of Ukrainian schools have various temporary protective structures, allowing them to start at least hybrid or fully offline studying. However, a significant amount of these shelters do not meet current construction standards for temporary protective structures, are too small to fit all students, or are not comfortable for long-term stay.

Overcoming a critical-level humanitarian crisis in specific de-occupied communities and areas enables us to initiate the process of restoring the education system there. Together with representatives of local authorities
from the liberated communities, we have launched
and are expanding a database of verified educational institutions that require the shelter.

We launched the Smart & Safe project for the reconstruction, repair, and equipping of existing school shelters in accordance with current construction standards for temporary protective structures.

This means ensuring the sustainability of educational and socio-cultural processes in educational institutions during the war: the ability of the school to go offline/mixed learning, organize educational and leisure activities while in shelter during air raids.

Results of work:
• 43 facilities filled with school equipment and appliances;
• 3 sites in the process of complete reconstruction of the shelter.

Implementation plan for each object:

  1. Signing a memorandum with the owner of the educational institution.

  2. Obtaining approval letters from local administrations.

  3. Reports on the results of the technical inspection of the building.

  4. Obtaining an information certificate from the local administration department confirming that the object is not registered as a cultural heritage site.

  5. Preparing a defect report (if applicable).

  6. Conducting an agreement with contractors on scope of works

  7. Development of work plan documentation (according to the design assignment).

  8. Going through the procedure of project appraisal.

  9. Obtaining permission to start construction and installation works.

  10. Doing construction and installation works.

  11. Conducting measurements and creating a technical passport for the object

  12. Commissioning the project and putting it into operation.

Having a safe and well-equipped shelter in school contributes to the stability of the educational process during wartime and enables the transition to offline/hybrid learning.
